Research on the Improvement of Local Legislation for Guangzhou as an International Consumption Center City from the Perspective of a Law-Based Business Environment

Abstract

This paper focuses on Guangzhou's local legislation within the law-based business environment, analyzing its shortcomings and improvement approaches. Against the backdrop of the dual-circulation strategy and GBA construction, new consumption formats have created unclear rights and inconsistent standards, requiring renewed institutional supply. Using a "policy--behavior--effect" triadic model and quasi-experimental method, this study forms a closed loop to measure legislative optimization. The analysis shows current legislation has defects affecting enterprises' compliance expectations and trust, mainly due to insufficient public participation. This study selected 37 enterprises from six business districts for a simulated legislative optimization experiment. Results show the intervention group's complaint resolution efficiency improved by 41.7%, enforcement disputes decreased by 38.5%, and average compliance cost decreased by 22.3%.
