Abstract

Forging a strong community-consciousness education for the Chinese nation is the central thread of the Communist Party of China's ethnic affairs work in the new era. As primary sites for fostering virtue through education, universities have an important responsibility to educate young students in this regard. Current practice is often fragmented and campaign-driven, making educational gains difficult to sustain. Drawing on the concept of regularization, this study conceptually analyzes, develops an analytical framework, and clarifies the internal operating logic of regularized publicity and education. It then develops a framework encompassing guiding principles, core components, and implementation pathways. The proposed mechanism is intended to shift education from episodic activities to a long-term, systematic educational practice and thereby advance universities' fundamental task of fostering virtue through education.
